The Create Surface tool is used to create a new surface from an existing one, within a specific boundary (the project extent for example).

From the Create surface from an existing one dialog, specify the name of the new surface and select an existing surface from the “From Surface” drop down list.

Then specify the boundary for the new surface by selecting an existing shape element.
